As of the 2pm AST report on wed, aug 22 the center of tropical storm Issaac is about to pass over the leeward islands with maximum sustained winds of 45 mph.

Isaac Hurricane watch as of 8/22/12
Isaac is expected to reach hurricane strength as it is passing by Puerto Rico Thursday. There is a Hurricane watch for Puerto Rico, Vieques, culebra and the US and British Virgin Islands.
There is also a hurricane watch for the entire southern coast of the Dominican Republic from Isal Saona west to Haiti including La Romana, Boca Chica and Santo Domingo.
Isaac Tropical Storm Watch
The entire north Coast of the Dominican Republic is under a Tropical Storm Watch at this time. This watch includes Punta Cana, Samana, and the northern coastal cities like Sosua and Puerto Plato.
At this point total rainfall accumulations are expected to reach 8-12 inches in areas of the Dominican Republic with maximum amounts reaching up to 20 inches in some areas. This high rainfall could cause flash floods and mud slides so precautions should be made if you are in one of the areas of the DR that is prone to these problems.
Dominican Republic Travel Plans
If you have travel plans that include landing in one of the Dominican Republic airports over the next few days you will want to monitor reports and expect delays.
Punta Cana International Airport (PUJ) will be one of the first Dominican airports that will be hit by the storm, while it is expected that the center of the hurricane will pass south of Punta Cana, strong winds and rain may still affect flights arriving and leaving from the airport.

As of the 5pm AST update the Dominican Republic has upgraded the southern coast of the DR from a Hurricane watch to a hurricane warning. A hurricane watch has also been issued for all of Haiti. The northern coast of the Dominican Republic is still in a Tropical Storm Watch and has not been upgraded at this time.
A hurricane warning means that hurricane force winds are expected to affect the area within the next 36 hours. Whereas a “watch” means that the conditions are possible within the next 48 hours.

Tropical Storm Isaac is moving in a north-northwestern directions and is passing south of Puerto Rico. Gusts of wind and rain are already being felt as far into the interior of the island as Cotui and Le Vega as the storm continues to get closer.
At this point there is little change in the winds speeds which are still at about 40 mph.

The Education Ministry closed down schools nationwide today in preparation of the Tropical Storm Isaac. The morning classes were held but afternoon classes were suspended for the day.

On their 4pm report http://onamet.gov.do/ made this statement regarding Isaac.
“Cloud fields associated with Tropical Storm Isaac, are causing moderate to severe downpours with frequent thunderstorms and wind gusts in much of the country from tonight.
The sea conditions are highly dangerous Tropical Storm Isaac, all vessels operating Atlantic and Caribbean coasts should remain in port.
For Friday and Saturday will be more frequent heavy rains associated with Tropical Storm Isaac, which will be accompanied by thunderstorms and occasional gusts of wind.”
